Intervention: Review & Monitoring
Monitoring and Evaluation is an integral part of Education System.Review and Monitoring is an important intervention in DIETs to monitor the progress of various activities in the field under ISSE.Feedback and suggestions after monitoring andReview are also of great importance for future planning.Quality becomes an important aspect in Education.Quality in Educationcan be evaluated by different ways.One of them is Internal School Monitoring.
Objectives:
1.To aware the teachers/officials about importance of monitoring and inspection in order to improve the quality of education.
2.To train the officials(Monitoring team) to use Shiksha Saathi App.
3.To improve the level of Education in schools of Distt.Shimla.
4.To provide Funds to the officials involved in Monitoring process.
5.To provide feedback to higher authorities to make necessary changes and modifications in planning and implementation of various programs.
Area of School Monitoring/Inspection:
1.Inspection of Instructional work.
2.Inspection of co-curricular activities program.
3.Inspection of School environment.
4.Inspection of school records.
5.Inspection of developmental aspects.
6.Inspection of pupil growth.
Following process has to be followed to build a robust Review and Monitoring Mechanism:
Step 1:Data Collection:
• All Officials conduct monthly school visits with a fixed questionnaire on the Shiksha Saathi App.
• Observations from the visit is recorded on the mobile application.
• Data for a few interventions is to be collected separately to understand the progress.
Step 2:Data Analysis:
Data from the school visits is analysed to bring insights and actions at different level.

Data is visualized through live dashboards which is used in various meetings.
The data collected in the application during school visits is available on a dashboard for conducting reviews.

Following steps need to be followed to access and use the dashboard:
1.Log on to the Shiksha Abhiyan website for Himachal Pradesh.
2.Go to the “Meetings” drop down menu on the home page and click on “Review and Monitoring.”
3.Scroll down to the “Dashboards/Data Pointssection and click on “Samarth School visit Dashboard.”
Issues identified on the monthly school visits are updated on the Action Point Tracker from the State Inspection dashboard,where the districts have to update the status of the issues.
Data backed review and monitoring of schools has enabled informed decision making at both strategic and operational levels. The State has mandated block and Distt. officials to visit schools in their blocks and inspect the schools on various key parameters like CCE performance,basicinfrastructure,classroom teaching and school management.The resulting data taken from the Shiksha Saathi App is collated,analysedand then discussed monthly at district. And state levels to come up with solutions which can improve the performance of schools on each of these parameters.The major issues found in the schools are discussed in the Distt Review meetings and corrective measures are decided.
Each district has to update the online Action Point Tracker,where all the issues found during the previous month of inspections have already been listed by the state.The Distt. Also has to mention a Review date,by which it will take a stock of improvements observed in the school post the application of corrective action.The improvements observed,if any,are also filled by the district. In a quantifiable fashion after the review date is over.This allows the district to keep track of the progress of the review mechanism and also enables the State to check the compliance of not just the Review and Monitoring process but also the actions taken post Distt. Meetings.
The Review and Monitoring system seeks to increase the accountability in the system and create ownership of administrative process on the basis of data-backed reviews.It also seeks to systematize and institutionalize data-driven review meetings.
